Roy was born in Oakdale, Tennessee on November 5, 1931. His childhood in Oakdale instilled a lifelong passion for hard work and dedication, and love for his Savior, Jesus Christ. He was a decorated Korean War veteran who served alongside his twin brother Ray during the conflict. Roy and his first wife, Wanda Riggs, met at Calvary Baptist Church after he was assigned Fort Wolters upon return from Korea. They had three crazy boys, but unfortunately were divorced later in life, however, they continued to share a mutual love for their sons and each other until their death.

He was preceded in death by his parents, Richard Ooten and Erna (Lehman) Ooten, twin brother Ray Ooten, sister Imogene (Ooten) Reynolds, and his first love, Wanda Riggs Breitfelder.
